Mayor Cho is the pragmatic leader of the village of Tangkou, rescued from the mines by the heroes. He subsequently sent them to cover up any involvement the village might have had in the killing of Khorosian Legionnaires.

Cho is pragmatic, and while he would prefer his people to be free of the Khorosians, he realizes that the chances of victory against the Empire are not good, and his foremost priority is to keep his people safe.

Cho is a widower, 55 years old, and bald, with a long, drooping mustache.
